What does 'Communal Heating' mean?

Communal Heating

Communal heating can be found in both houses and apartments. This is where hot water to the radiators comes to the property via underground piping from a boiler room somewhere on the estate or in the district.

You are billed for how much heating you use either by 'oil evaporators' fitted to the radiators or by an electronic meter than measures how much hot water went into the property and compared to the temperature of the water when it leaves again.
