What does 'Purpose Built Property' mean?

Purpose Built Property
This follows the similar definition as used in most countries. In other words a building that was constructed for use as apartments is 'purpose built' where as a house that has been subdivided into apartments is not.However there is one important note here in that many houses were and are actually constructed as multiple apartments.
